The bottom line is you need to make sure what you are planning will be approved by Industry Canada. Your transmitter must be on the Industry Canada approved list. They must also approve your antenna and cable. Your antenna setup must also be approved by Nav Canada and the local municipality.
Unless you are looking for a special event FM low power licence (many restrictions, including a one event broadcast (up to 28 days) a year per community stipulation), you will need to apply to CRTC for a license. It can be a long process.
