ENLARGING THE CIRCLE: ENHANCING COMMUNITY LEADERSHIP CAPACITY

COMMUNITY EDUCATION NETWORK

Objective

The objectives are to implement the Community Leadership Training Program and to design the Community Search Conference, with the goal of enhancing leadership skills in the region.

Background
The Bay St. George South area can be characterized as having a mixed economy. The fishery, forestry, tourism, agriculture and service sectors all contribute to the economy of the area. The region is facing many challenges including the seasonality of available work, low wages in comparison to more urban areas, an aging work force, and lack of capital for investment into development opportunities. The region also has a lack of trained people in the manufacturing sector and the secondary processing sector as well as a labour force with low levels of education.

The Port au Port Peninsula continues to be a region that experiences high levels of unemployment.

The Stephenville, Stephenville Crossing, and St. George's area contains the majority of the population of the Zone 9 with Stephenville being the main service centre. The region faces similar challenges as the other sub-region, including high unemployment, unskilled labour force, and an aging population.

The communities in the area are experiencing a number of challenges and out-migration is a significant factor in most communities.

Reach of the Project

The primary beneficiaries are the participants at the Community Forums.

The secondary beneficiaries are the members of the communities which will benefit from the advanced leadership skills of the participants and their anticipated increased engagement in community development.

Activities

January - Promotion of community forums and Community Search Conference
- Planning of activities in collaboration with the three local committees.
- Initiation of the prototype collaboration agreement; proposed workplan; virtual office for reporting and networking; prototype community forum manual, and a prototype website.- Promotion/implementation of first community forum in each sub-regions
- Planning for the Community Search Conference.
- Planning for the December's communications cultural event.
- Events are held. These are broadcast on community radio and webcast.
February- Promotion/implementation of a second issue based form in each sub-regions.
- Zap survey is designed and implemented to evaluate the reaction of the participants to facilitating a community search conference.
March- Zap survey is designed and implemented to evaluate the experience of the participants in facilitating community forums.
- Implementation of community forums in each of the three sub-regions. These will be broadcast on community radio and webcast.
- Data generated during the project will be analyzed . Preparation of the project report.

Impacts

As a result of the implementation of community forums, the sponsor will attempt to implement a full community search conference whereby the community will determine its strategic plan and commit to its implementation.

Communications

All parties to this Agreement agree to cooperate and conduct jointly the planning and development of all communications activities, projects and products in connection with the Agreement. This includes, but is not limited to, media relations (including news conferences, news releases and other media products), information/advertising campaigns, printed/audio visual/electronic materials, and exhibits.

All communications materials developed as part of this Agreement will prominently acknowledge the role of the Government of Canada;

The Recipient agrees that all communications materials developed as part of this Agreement will be in accordance with the Government of Canada's Communications Policy, the Federal Identity Program and the Official Languages Act.

Dissemination Plan

The project includes a webcasting/community radio component so it disseminates by what it does. The implementation plans for both community forums and webcasting include focusing on publicity. The interactive website (including subscription forms and discussion boards)developed incrementally during the project will be sustained by the partners. The community forum manual, a template for the process, webcasts of the forums, and the results of the search conference design process will be archived on the site.

Performance Evaluation

Methodology

This project will be evaluated using the following methodology(ies):
    1. Quantitative information obtained from online reporting.
    2. Qualitative information obtained from the participatory evaluation and Zap surveys.
Success Indicators

The following events/factors will be used to measure the success of the project, in terms of deliverables, outcomes, impacts, success in reaching the primary and secondary target group:

  1. Successful implementation of the project deliverables;
iiEffectiveness of communication tools in the delivery of the program.
iiiNumber of participants at the workshops
ivDegree of collaboration between the community groups and individuals

Other appropriate methods and/or indicators may become apparent during the course of the project, and may also be applied to enhance the evaluation of the project.



A Final Report and Self-Evaluation will provide any information on any changes to activities, partnerships and an indication as to the outcome of the project and whether next steps beyond the project will be taken. A short-list of do's and don't's for inclusion in a "lessons learned" document to be shared with other community groups will be included. As well, in order to assess the impact of the project, as many of the project partners as deemed appropriate will be asked to complete and return a Stakeholder Survey.
