Prototype collaboration agreement: Enlarging the Circle
January 1 to March 31, 2003

The Enlarging the Circle local committee:

1. Members of each local committee (not necessarily a quorum) will liaise weekly with the EDO of the subregion.

2. Members of each local committee will meet with the community forum facilitator and the Long Range Regional Economic Development Board economic development officer of the subregion (three subregions) to review the work plan and community forum guide and agree to a collaboration agreement.

3. Members of each local committee (with internet capacity) will each week review reports on the website http://www.ryakuga.org/rural/

4. Some members of the local committee (not necessarily all) will attend the cultural event broadcast/webcast; the community forum coordinated by the community forum facilitator, and the final community forum facilitated by the local committee.

5. Members of the local committee will liaise with local people who may want to attends skills training sessions to learn how to operate radio equipment.

6. Members of each local committee will meet with the Search Conference and Participative Design Workshop Manager and the Long Range Regional Economic Development Board economic development officer to learn about search conferences and advise on the implementation of the Participative Design Workshop.

7. Members of each local committee will meet with the community forum facilitator for a three hour community forum workshop.

8. Members of the three local committees and the search committee will meet with the Search Conference and Participative Design Workshop Manager for a day long Participative Design Workshop (one event for the whole region).

9. Members of each local committee will meet to consult with the Zap Survey coordinator before the survey is implemented.

10. Members of the local committees will participate in the Zap Survey and the participatory evaluation of the community forums and the Participative Design Workshop.

11. The local committees, with support from the search committee, EDOs and the community forum faciliator, will design, promote and facilitate a community forum between March 22 and March 31.

12. The local committee agrees to a collaboration agreement with the steering committee.

The Enlarging the Circle steering committee:

1. The sponsor, the Community Education Network (CEN) liases with the Rural Secretariat, Agriculture and Agri-Food Canada, Canada Rural Partnership, Rural Development Initiative.

2. CEN prepares the financial report and submits all reports to the Rural Secretariat.

3. The Search Conference and Participative Design Workshop Manager and the community forum facilitator prepare monthly progress reports for CEN.

4. The steering committee will meet weekly, either face to face; electronically or by telephone. The steering committee will also use email for internal communication (checking email each day) and each member will post to the discussion board at least once a week.

5. Ryakuga will add documents to the website as requested by the steering committee and local committees. Ryakuga will report monthly at the "virtual office" on the progress of the evaluation committee and the advisory committee. Ryakuga will support the meetings of the evaluation committee and advisory committee with videoconferencing capacity.

6. The community forum facilitator will, before the first meeting with local committees, prepare a Prototype Community Forum Guide; proposed work plan and collaboration agreement.

7. The community forum facilitator and the Long Range Regional Economic Development Board economic development officer of the subregion (three subregions) will meet with the local committee to review the work plan and community forum guide and agree to a collaboration agreement.

7. Ryakuga will provide a website with web discussion board and links for the project. Ryakuga will webcast each cultural event and community forum. The webcasts will be archived on a Ryakuga server.

8. The Long Range Regional Economic Development Board economic development officers (EDOs) will liase with the local committees.

9. The EDOs and community forum facilitator will decide on a first cultural event to broadcast. The EDOs will arrange for permission to broadcast the cultural event.

10. Ryakuga will provide equipment for implementation and documenting of six community forums including three cultural events.

12. The community forum facilitator will provide skills training sessions for people (including youth) who want to learn how to operate radio equipment.

13. The community forum faciliator will facilitate a three hour community forum workshop for the three local committees.

14. Ryakuga will provide training materials and be available online to provide appropriate technical and program implementation support.

15. The Zap Survey coordinator will consult with the steering committee and the local committees.

16. The Search Conference and Participative Design Workshop Manager will meet with the steering committee and local committees to consult and plan.

17. The Search Conference and Participative Design Workshop Manager will design and implement a day long Design team Module for the search committee and the local committees (one event).

18. The community forum faciliator, in consultation and with support from the search committee, EDOs and the local committees, will design, promote and facilitate a model community forum before March 15.

19. The local committees, with support from the search committee, EDOs and the community forum faciliator, will design, promote and facilitate a community forum between March 22 and March 31.

20. The Zap Survey coordinator will design, coordinate and implement a survey before March 31.

21. The Zap Survey coordinator will submit a final report by April 31.

22. The Search Conference and Participative Design Workshop Manager will submit a final report by April 31.

23. Ryakuga will prepare a final report and evaluation/documentation video by April 31.

24. Ryakuga will archive the project website, discussion board and webcasts until the end of the year.

25. The steering committee agrees to a collaboration agreement with the local committee.
